Circumstance:
Prohibition Officer Thomas O'Donnell was investigating a stolen automobile bumper, valued at ten dollars, that he believed was being used on Officer Downs vehicle.
Officers Downs and Stange were leaving the station in Officer Downs' vehicle, when Officer O'Donnell followed them to the intersection of Main Avenue and 4th Street, SW, Officer O'Donnel attempted to stop Officer Downs auto. When Officer Downs failed to yield to the commands, Officer O'Donnell fired one round, striking the passenger, Officer Stange, in the forehead. The injury to Officer Stange was fatal. It is believed that Officer Stange knew nothing about the stolen bumper.
